It has nothing to do with PvP/Gatecamping/Griefing mechanics. If the price is right, industrialists will hire merc watchdogs to guard them while they mine.
It's all about the money, which is currently lacking in low sec.
Mining ships are too vulnerable to protect. Only way to protect them is by camping all the gates into the system, which would only make sure less people go into low sec due to the number of gatecamps by mercs.
I am quite often in low sec, but i finance that with high sec mission running. Better rewards in low sec is nice, but till something is done about gatecamps you wont get more people into low sec.
Sure you can make triple 1M BS spawns in low sec, only result is an increase in ammount of pirates.

So then they dont even need to let a friend pod them, they can just let a friend destroy their rookie ship/shuttle.
Would only work when it is based on how much the target lost. So the killer gets the same ammount of isk as that the target with bounty lost (can work both for pod/implants and ship), assuming that is less than the value of the bounty. If it isnt less than the bounty, then you just get the bounty.

Also to comment on that, i wonder if you have ever been in low sec for longer than 5 minutes.
While the wirates have issues with not enough targets in low sec, there are quite a bit people/macro's just travelling through low sec for various reasons. In 0.0 you dock up every time a random neutral enters the system where you were ratting. In low sec this would mean that undocking isnt worth the trouble because you will dock in 5 minutes again anyway.

So now the carebears are the ones whining that carebears dont leave high sec branko? And meanwhile you are whining that carebears make too much isk in high sec so should leave high sec. Sense, you do not make.
